Have you looked into the scheme of the government enticing private investment into capturing methane from livestock operations or other industrial processes that use plant matter (one example is the mash that is generated in making whiskey). The basic concept is that there is adequate tax incentives given that the entity buying the methane is willing to sign a 10 year commitment to buy methane that is priced at 10 times the going price of natural gas. I saw one such deal it made zero economic sense to overpay for the methane that is injected into a natural gas line somewhere and is sold as natural gas. It only made sense once the tax credit they earned was taken into consideration.
