Have you looked into the scheme of the government enticing private investment into capturing methane from livestock operations or other industrial processes that use plant matter (one example is the mash that is generated in making whiskey). The basic concept is that there is adequate tax incentives given that the entity buying the methane is willing to sign a 10 year commitment to buy methane that is priced at 10 times the going price of natural gas. I saw one such deal it made zero economic sense to overpay for the methane that is injected into a natural gas line somewhere and is sold as natural gas. It only made sense once the tax credit they earned was taken into consideration.
Yes and it's another boondoggle, when the environmental costs of producing the technology are added in. It preys on the climate change narrative to milk yet more money from taxpayers for a technology that is counterproductive -- but highly profitable.

All the officials were cheerleaders on how brilliant it would be. The professor who helped design it seemed a bit more cautious about its usefulness. But the worst part of the conference was the officials from the natural gas companies. Just a few years ago, Natural Gas was feted as cheap and clean. Now, it, too, is the cause of all of society's ills. They will be transitioning gas lines into the transportation of carbon. One woman giddily told the crowd how her young son approved of her work as he was learning about environmentalism in school. Grown women do not seek the approval of children in making decisions that impact the lives of adults.
I asked an executive from a car company, 'How do we stop this from becoming fascism?' (My mistake is that I didn't say Mussolini-style fascism.) He said don't vote for Trump. It was all I could do not to punch him. Even my Bernie-loving friend understood when I told her that, as a Libertarian, I felt I was in the enemy's lair. The conference highlighted all the money for the university, the corporations, and lots of hardship for the taxpayers.
That's the m.o. -- create a problem with technocrats and technology; offer a technological solution that creates more problems; suck money out of those suffering the consequences every step of the way. It is all so ridiculous I find it hard to even discuss. CO2 is absolutely required for life on planet Earth. And there is a system in place to handle it. Not to mention that we are on the verge of going solar where even the "fossil fuel" issue will be moot.
