I am curious, what recourse does California have against say a Texas producer who refuses to comply? I assume that all they can do is ban the importing of pork into their state; the effect of which is regulating interstate commerce, a power clearly given to the federal government--if I remember my high school civics class.
Such arbitrary rules definitely beg for retaliation or simple refusal by all other states to bend over and comply.

I agree with Dr B. Retaliation by pork producing states might quell the this left-coast arrogance.
